An executive summary is written last and read first, often by the only person who will never open the report behind it. That inversion is what makes the form difficult. It has to conclude rather than introduce, and it has to hold up alone.
So the writer reads the full document before summarizing anything, works out what it actually recommends, and puts that in the opening sentence. Everything after exists to make the recommendation defensible to a reader with ten minutes and no background.
