A memo that succinctly articulates a position, closes an argument that would require at least three phone calls, and provides a time stamp and rationale for the decision-maker. There is very little room for poor logic at this length. The point and the challenge is the same: the answer is contained within the memo.
Answering the request takes some searching in the memos. Buried within the fourth paragraph, after a paragraph that provides background on the importance of the issue, is the recommendation. In a two-page document, that background takes up most of the space. The ask is presented to the reader with the recommendation fully expected to be lacking.
Memos are sent to employees in the specific function involved, as the trust of the message is dependent on the use of function specific jargon. A memo regarding a procurement decision would not go to a capable generalist, but to someone who has reviewed procurement papers.
