A position paper is intended to be quoted. This means that every sentence must be able to stand on its own. Most rhetorical devices are tools that are used in a first draft, but that are subsequently removed. Since these sentences will be removed from context to be quoted, they must be able to hold up against being quoted.
Internally as well, it must survive. If nobody in the organization is able to describe the role in their own terms, then it will be immediately contradicted in the first interview someone gives.
An organization’s statement of its principles and standards has far-reaching implications on future choices of what to endorse, what to turn down, what to say to a reporter on a call.
